Monday's counter-tariffs on U.S. goods: what Canadian importers need to know
Effective 12:01 a.m., Monday 8 September 2026, Canada applies new counter-tariffs of 15%, 25%, or 50% on listed U.S.-origin goods covering about $27.6 billion in imports. Rates match the corresponding U.S. rate on the same goods (Finance Canada, 25 Aug 2026).
This is dated border news for commercial importers. It is not a how-to for a specific product.
Importer checklist (do this before Monday)
- Pull your tariff items. Open Finance Canada's list of products subject to counter-tariffs effective 8 September 2026 (updated 26 Aug 2026). Match your 10-digit tariff items against that list and the Schedule to the Customs Tariff—not against broad category names alone.
- Confirm U.S. origin. These measures apply only to goods originating from the U.S. (goods eligible to be marked as a good of the U.S. under the Determination of Country of Origin for the Purpose of Marking Goods (CUSMA Countries) Regulations).
- Check the clock and in-transit rule. Force date: 12:01 a.m., 8 September 2026. Goods in transit to Canada on that day are not subject to these new countermeasures (Finance Canada). Document proof of in-transit status if you rely on it.
- Watch CBSA Customs Notices. Finance points administration of these tariffs to CBSA Customs Notices. Do not assume old surtax coding still applies until CBSA publishes the notice for this round.
- Existing counter-tariffs still apply. Other U.S. countermeasures already in force (including autos) remain. On some steel and aluminum lines, the rate moves from 25% to 50% under this package (Finance Canada quick facts).
- Remission path. Existing generally available remission under the United States Surtax Remission Order (2025) is claimed via the Commercial Accounting Declaration using the authorization codes in CBSA Customs Notice 25-19. Where that order does not cover your goods, Finance still accepts exceptional remission requests under the U.S. tariff relief framework.
What's hit (high level—verify your HS)
Finance's announcement focuses on sectors most affected by U.S. tariffs, including steel, dairy, appliances, agricultural equipment, pulp and paper, and electronics.
From Finance Canada's own quick facts (not a substitute for the tariff-item list):
- 50%: includes steel and aluminum products previously at 25%, furniture, and clothing and apparel
- 25%: includes appliances, dairy products such as cheese, and certain steel and aluminum derivative products
- 15%: also appears on the official tariff-item list for selected products (rate for each line matches the corresponding U.S. rate)
Do not price from this summary. Classification and rate come from your tariff item on the official list plus CBSA accounting guidance.
What did not change
- This package responds dollar-for-dollar to the U.S. 50% tariff on $27.6 billion of Canadian goods effective 22 August 2026.
- Canada's broader tariff remission framework remains available for exceptional relief where existing remission does not apply (tariff relief for importers of U.S. goods).
- CUSMA preferential duty treatment on MFN rates is a separate question from these surtaxes. Confirm both with your broker before the first shipment after 8 September.
FAQ
Do these tariffs apply to my U.S. shipment on Monday?
Only if the goods are U.S.-origin, the tariff item is on Finance's list, and the goods are not covered by the in-transit exception. Check the list and your documents.
Are steel and aluminum going to 50%?
Finance states that goods subject to 50% counter-tariffs include steel and aluminum products that were previously only subject to a 25% counter-tariff. Confirm your exact tariff item on the official list.
What about cars?
Finance says other existing counter-tariffs against the U.S., including autos, remain in place. This Sep 8 list is additional; it does not cancel the auto measures.
How do I claim remission?
If your goods fall under the United States Surtax Remission Order (2025), follow Customs Notice 25-19 (special authorization codes on the CAD). If not, apply to Finance for exceptional relief under the published remission framework.
